What form will your character's NV take? An old cell phone, circa 1998, the latest model Steve will have any familiarity with using. It is the size of a brick, but it is outfitted with video and a touchscreen feature that he can practice with.
Abilities
Character's Canon Abilities: Steve is (or was, anyway) an ordinary teenager. Most of his abilities come down to a combination of youth and dumb luck, but emergency situations have forced him to become rather adaptable. He's passably familiar with the use of firearms (he prefers to dual wield a pair of submachine guns) and other weaponry. His youthful athleticism allows him surprising feats of agility when he needs them.
Also, in one of the most jarring unexplained moments in RE history, Steve "empty a quarter of a clip of ammo into a wall while throwing a tantrum" Burnside is fully capable of flying a plane. He's actually something of a gearhead and good at driving/piloting/tinkering with a wide variety of small vehicles and machines. That doesn't make the fact any less jarring.
Conditional: If your character has no superhuman canon abilities, what dormant ability will you give them?
(Note: This is technically a canon ability... however, since Steve dies after contracting T-Veronica in the game, I am extrapolating it based on canon evidence.)
As a result of an experiment performed on him by the maniacal Alexia Ashford, Steve is infected with the T-Veronica virus, one of Umbrella's many mutagenic viruses designed to create Bio-Organic Weapons. Shortly after contracting the virus, he transformed into a monstrous Tyrant, though he was somehow able to keep control of his mind and fight against the virus' berserker influence to the point of mutating back into his own body before he died. Now that he has been revived, the virus continues to influence his body.
As a result of the virus, Steve seems bizarrely resilient for an ordinary teenager. He can heal quickly from minor wounds and survive major ones that would cripple or kill normal people. He runs an abnormally high body temperature and he carries the classic trait of an incubated T-Veronica victim: his blood is highly flammable and will ignite if exposed to air. This means he could theoretically use his blood as a weapon, but he thinks that's idiotic on top of dangerous and so will avoid this.
If he's stressed enough, the virus can send very short bursts of superhuman strength through Steve's body (enough to, say, break a wall or push something very heavy) but this is not as useful as it sounds-- Steve has very little if any control of his abilities, and any surge of them will stagger him with crippling pain afterward until he calms down.
If he gets too stressed, of course, it's likely that the virus could take over him again, giving him the ability to mutate parts of his body-- and potentially transforming him back into the Tyrant. With time and focus, he may eventually be able to control this ability. In the meantime, Steve will lose all control of himself if he transforms, and will avoid it at all costs.
Weapons: His matching Luger handguns and a combat knife.

Character History: Here. I am using a combination of Code Veronica/Darkside Chronicles canon. Specific events are slightly different in both versions, but the main plot is the same.

At first glance, Steve is your basic stereotypical teenage emo kid. Though he's outwardly cocky and acts overly confident, behind the constant attempted wisecracks he's sullen, moody and short-tempered. Typical of a teenager, he has an inflated sense of what he's capable of and he likes to feel useful, like people can count on him. As a result, Steve is prideful and overconfident where it is almost never due, but can just as easily get discouraged and kick himself unfairly when he fails. He's very reckless and most definitely under the influence of raging hormones at all times, often having trouble controlling his emotions or allowing himself to be provoked. Steve can also be easily distracted by pretty girls or the type of things that teenage boys think are cool: guns, vehicles, explosions, etc.
Thanks to the last six months of his life, Steve is fairly misanthropic and thinks very little of other people. He easily dismisses other people as being stupid or greedy, and would rather place his trust in himself than anybody else-- though he is incredibly protective of the rare individuals who prove themselves to him. Once you win his loyalty, you'll have it for life.
Getting to know him a little better (if you can put up with him) reveals a sad, angry young man underneath all the sarcasm and posturing. Steve is clearly having difficulty coping with the recent events in his life and feels like he has to shut out others for his own protection. He is very lonely and craves attention from someone who genuinely cares about him, having lost both his parents and all the respect he once had for his father. He can be extremely sensitive and thinking too much about his former life is enough to send him into a breakdown.
Even though he can be obnoxious and immature, much of his attitude is understandable; he is still young and has seen many horrific things at an age where most kids are getting their first cars, going on dates or planning to go to prom. Steve longs for the normal life he left behind, even if he knows all too well that it's gone forever. All he can do is search for ways to cope with his situation the best he can, and he easily loses sight of the bigger picture.
Still, despite his attitude problem and no matter how he may pretend to be a bad boy, Steve is completely transparent as a good kid. He has a powerful sense of right and wrong, refuses to betray his own principles, and won't hesitate to throw himself into danger if it's the right thing to do. He is annoyingly persistent and likes to help others whenever he can-- he especially likes to watch out for those close to him, whether or not they actually need his protection.
Steve is a bit of a gearhead and loves cars, planes and motorcycles-- and typical of a teenage boy, he loves to eat just about anything.
Character Plans: Steve will be the first character I've played who is not entirely self-reliant-- he's still a minor and not especially mature for his age, coupled with being traumatized and a bit short-tempered. I'm excited to have the chance to play a character who won't have it so easy getting along in SP. I think it will be fun to see how the little brat builds a support network and to see who he can find to help him- or "help" him, as the case may be...

[Have a pale, slightly sick-looking teenage boy with bright red hair, staring with confusion at the camera. He seems to be fiddling with the device in his hands, mostly unfamiliar with the technology... though thankfully he seems to have a knack for it, so it only takes a few seconds for him to figure out what's going on. Then he speaks into the camera uneasily.]
Okay... I give up.
[A pause.]
Uncle. You got me. Very funny...
[He frowns, increasingly unpleasantly.]
Look, I'm not stupid. This isn't Antarctica. You brought me here, and I know you assholes have something else up your sleeves. Another level of your stupid-ass game. I'm ready. So just cut the crap and tell me what it is, okay?
Zombies? Monsters? Giant goddamn plants? Your freaky mutant dad?
[That one especially makes him scowl, and now he's openly yelling.]
I'm gonna get you just like your brother, Ashford, you stupid bitch! You hear me?!
When I find you, if you hurt her, I'm gonna put you back to sleep! Only this time, you're not gonna wake up again, you goddamn freak!
Third Person Sample
Steve spent the entirety of the bus ride fiddling with the bandage on his arm. It was a small piece of gauze that he'd done his best to wrap around the barcode tattooed on his inner forearm, just below his elbow-- but the tape wasn't sticking, and he was getting more frustrated by the minute. He'd considered just letting it show, but seeing as he didn't like feeling like he'd crawled off the discount rack at the goddamn grocery store, he didn't especially want people looking at the barcode or asking him about it.
Stupid thing. If he had the money he'd laser it off in two seconds, but, well, money was just the thing, wasn't it? He had pushed all thoughts of finances off to the side, because it had become apparent he'd have to tackle his problems one at a time lest he have a total mental episode.
There was, chiefly of course, the fact he'd woken up in this freaky city, all alone and informed that there was no going back. Aside from the "how", that didn't bother him so much. If you asked Steve, it kind of beat the alternative of oh, death.
Then there was the fact that he had no one to count on, no job, no guaranteed place to live after a month and hadn't even finished high school. Real bright prospects for his foreseeably permanent stay here.
And all this went without mentioning the fact he was a goddamn science experiment with a mutant virus running through his system that could go off at any second if he fucking sneezed wrong.
Topping it all off, he couldn't get the stupid bandage to stick.
Well, everything's comin' up Steve today, isn't it? said a cynical voice in his head.
EXTRA: How I Learned To Stop Worrying and Not Canoncross
Steve has no idea who Wesker is and has never met him, and would have no interest in connecting with anybody even remotely related to Umbrella, except maybe to shoot them in the face. Wesker doesn't even associate with Umbrella anymore and certainly won't be walking around talking about how great they are and how he used to work for them, so Steve will remain in the dark about Wesker's identity.
Wesker does know Steve, as he is the one who took Steve's corpse into custody after the events of Code Veronica in order to study the T-Veronica virus-- but he dismisses the T-Veronica virus as "useless" and has moved onto bigger and better things, like viruses that turn people into poisonous spaghetti monsters. Steve's living presence will be a curiosity to him, but little more, and he has no interest in recovering that shitty virus from him again.
